limits.hpp patch

Hi,
While updating the boost RPM to version 1.21.1, I updated my limits
patch.  I did as Dave Abrahams suggested before and change all the boost
source that included <limits> to include <boost/pending/limits.hpp>.
I also fixed the limits specializations for wchar_t and bool.
I would like to see this patch integrated into the source tree, if its
acceptable.  It would help out us gcc users quite a bit!
