Ok, it's probably not easy, but I'd say it handles the
issues that have been glossed over most of the time so far.

At least the basic time representation should be compatible.
We may want to offer additional features such as different
calendars.  Which are locale-dependent, btw.  (Russia was
a bit late switching to the Gregorian calendar, for example.)
