Boost.Numeric: multi_array spec/docs

Ron Garcia and I have been hard at work on the multi-dimensional array.
The implementation is still a little ways off, but we'd like to present
the interface we're aiming for:

P.S. As mentioned in previous emails, array operators and expression
template stuff is left out for now, but will be addressed later.

P.P.S. We also plan a variant of multi_array called dynamic_multi_array
that will let the number of dimensions be a run-time value.
