If you're writting an algorithm targetted at *any* Additive Abelian Group
the answer is yes.

However, that does not mean that there can't be other ways of creating
such matrices... and it would be folly not to. Perhaps it would be
appropriate to add alternate forms in the Finite Vector Space and Finite
Linear Operator concepts.
