New BLAS specs uploaded to Files

The New BLAS specs are a good source for what kind of operations need to
be supported in a basic linear algebra library, and give decent
explanations of common matrix formats, etc.

I've uploaded the specs to the Files/numeric folder to make it easy for
other to find these docs.

(go to the bottom of the page, the links to papers at
the top are all broken)
