It's a good document, but I don't think it addresses Beman's problem: he
wants to allow development on files which don't appear as part of HEAD at
all. As far as I can tell, his method is the only one that works. The only
problem with it is that it's hard to be sure you've picked the right
location / directory name for the development library until after its
review.
