I have now studied Walter Brown's paper on SI library of Unit-based
computation.

This MUST be suitable (and indeed invaluable for all scientists) for boost.

Now that templates and namespaces work reasonably well,
the foresight of Barton and Nackman can be put into general use.

PS I think we should try to fit this into a coherent namespaces framework
for collections of both mathematical (unitless) and physical constants (many
with units).
