        1. Use long double const. (Works for C and C++)

        2. Supply normative references: 
this is more important than  anything else. 

        3. Choose useful constants. :-)
All values should be scientific constants
(not resource limits, which belong elsewhere).

        4. You do NOT need to satisfy all users.
