If 'var' was declared in an outer scope,
you wouldn't be able to tell if this was an assignment
or a declaration of a new variable without examining the
outer scope. It would also make it hard to generate error
messages for bad spelling:
my_variable = 1;
myvariable = 2; // woops, forgot the '_'
