[admin] Boost discussion policy augmented

I've just added the following to the boost discussion policy (in the CVS):

 - Job offers are "unacceptable topics".
 - The "culture" section contains a new paragraph asking for readability
in messages posted to the mailing list.

I believe this documents existing practice rather than introducing
new rules.  However, the explicit statement will help the moderators to
deal with some abuses more efficiently.
