Formal review notifications

Since there is a formal review commencement message, I wonder if that
message could contain a brief synopsis of the content and uses for a given
library rather than just a title and link to full archive.

Rather than having to download a large archive (I know tuples, for example,
is quite small though) either provide a brief paragraph description or a
link to an overview of documentation.

The reason this might be valuable is it might nudge alot of us who listen on
the periphery to take more interest in libraries we feel are important to
us.
