There's a couple of points I'd like to add on:

element_type<N, T>::type gives you this.
The empty tuple
We could have an empty tuple, which could map to a cons list,
the type of which would be just nil (or whatever we will
eventually call the type)
As Gary pointed out already, we just need some unique type,
so it can be changed.
