I've put the latest version of the updated split config at:

Updated to include the remaining regex options, a better configure script,
plus a first draft of the docs.

This is the "almost ready for review" version, so I would appreciate any
feedback, especially if you are able to run the regression tests or the
test out the configure script on your platform.

Still to do: 
add rationale and boost lib authors guide to the docs (the current docs
concentrate on the end user rather than the boost developer).
add thread lib options to tests (regex and pool lib need these as well).
modify regex lib setup to use the new regex options added here - that will
be delayed until after this has been reviewed though.
