Ongoing review of Config system

The review of John Maddock's Config system continues through Wednesday, 
August 29th. The library replaces the current config.hpp header and requires 
feedback from many platform/compiler/standard library combinations.

whether you believe this library should be "accepted" or "rejected" by Boost.
