While conditionalizing some tests for the special functions
library (sinc_pi and sinhc_pi), I am now up to three known compilers/
versions for which the test has to be removed. I believe (but am not
certain) the problem lies with an improper treatment of template
template arguments by these compilers (the fact that there is an
overload does not help, either). This flag could help the maintenance
of the library.
