sorry for following up to my own article but I just noted:

The last paragraph does address actually something different but
still nothing related to switch or detecting encodings: If a
character stream is received by a program via a different
mechanism than a file, eg. a socket, there is no standard library
facility doing the character encoding. The last paragraph addresses
how this can be solved.
