Boost Users List - the next step

As there have been no objections (yet) to the idea of creating a separate
boost-users list, it would seem that consensus is about to be reached (for
boost-users _existence_). 

Would it be a good idea to start producing drafts for the various components
(intent, policies, responsibilities, communication channels between the
lists etceteras)? 
I think it would, since that would help illuminate important issues and
provide material for further discussion. The boost-users list could
(should?) be treated somewhat like a library submission, to make sure that
we do the 
Right Thing.

Beman (and Jon, and everybody); what are your thoughts on this?
