Yes, that sounds reasonable to me.

Agreed.

As a first step, we could create the list itself, set up (initially) with a
restricted membership. This also reserves the group name, so that someone
else doesn't grab it from us. A slim chance of that happening, you never
know...

Detailed discussions of the various proposed drafts could occur on the new
list. When the boost-users organizers feel the documents are ready for
review they could be uploaded to the files area for the current boost group.
