Library Refinement

I initiated a discussion about a week ago about index
checking and the responses were generally in favor of
putting an assert into operator[], even acknowledging
possible ODR violations. I was wondering how I would
submit my proposed modification to array.cpp. The
submission instructions on the website seem to deal
with creating new libraries, not with small changes.
