Build System Update

I have posted an update to the build system at:

It is also checked into CVS, in tools/build on the main trunk and in
tools/build/jam_src on the "jam_src" branch.

The update consists mainly of core Jam extensions and supporting
documentation. See tools/build/build_system.htm for information. I realize
that several (many?) bugs against the existing build system have gone
unaddressed for quite some time. I've been spending time working on the Jam
core so that I would have a powerful enough base from which to address some
of the problems and to make sure that the build system will be maintainable
and understandable by others in the long term.
