The core subgroup agreed in Copenhagen (April 2001) that &f<int> should
be allowed if template arguments are fully specified and f is not overloaded.
Unfortunately, the core subgroup apparently didn't review any draft wording
for a fix at the Redmond meeting (October 2001).
