It would be helpful if those adding new features or major fixes would add a 
note to root/index.htm

Bryan Scattergood suggested that we automate the summary, using 
http://www.red-bean.com/cvs2cl/ or similar.  I think that's a good idea, 
but haven't had the time yet to get such a tool working.
