The Signals library discussed is not a formally reviewed Boost library, 
though the current version is available here:
  http://groups.yahoo.com/group/boost/files/Callback/signals-20011228.tgz

It is currently in the formal review queue and the interfaces are stable (the 
formal review could change that). I'll be posting an updated version within 
the next week that addresses some of the issues I've found and presents a 
more convincing test framework for the library.
