Yes. comp.std.c++ is read by many of the language oriented (so-called
"core") committee members who don't participate in Boost, so is a good
place to take about language extensions.
Even discussions of features needed for library development can bog down
the main Boost list. The details of a proposal might be better worked out
via private email or even a separate special topic list.

a useful tool for coordinating work without running everything through the
main list.
