Traits vs Policy: definition

Hi,

Would it be possible for someone to come up with a clear and understandable
definition of traits and policies, respectively? I have trouble to cleanly
separate one concept from the other (one definition that I've come across is
that traits does not maintain state). Examples on how and when they should
be used would be appreciated.
