Regardless of the standard, this would be very useful as a foundation for some
parts of the "time" part of the date-time library. Right now as the resolution
of a time representation increases the length of time that can be represented
decreases. And so currently there are tradeoffs between resolution and span
which some applications could solve neatly by using an unlimited precision
integer as the time representation.
