Copyright info for config/user.hpp

Hi folks,

We're using bits and pieces of Boost in our code; we have to be
careful about copyright, etc.

I noticed that at the top of config/user.hpp there's a line

//  (C) Copyright Boost.org 2001.    

but nothing else; i.e. the part about

//  (C) Copyright Boost.org 2001. Permission to copy, use, modify, sell and
//  distribute this software is granted provided this copyright notice appears
//  in all copies. This software is provided "as is" without express or implied
//  warranty, and with no claim as to its suitability for any purpose.

is missing.  Can we fix this?  Not that I'm worried, but we have
enough IP issues around here as it is, and it would make the
higher-ups happier.
