[boost] Newsgroup<->e-mail Gateway

I just looked into the Boost newsgroup and noticed a few posts
there that aren't on the mailing list.  Is it a matter of large
latency or are some posts not getting forwarded to the mailing list?
As a test I've sent this message only to the newsgroup.
