[boost] Draft of Library TR Proposals rev 3 available

There is a (hopefully final) draft of the Library Technical Report 
Proposals list available at http://www.esva.net/~beman/n1361.html

This includes status from the C++ committee meeting last week for all 
proposals from Boosters.

The next C++ Committee meetings are scheduled for:

    Santa Cruz, California, October 20-25, 2002
    Oxford, England, UK, April 6-11, 2003

Formal Proposals for additions to the standard library TR have to be 
available at the Oxford meeting. That means preliminary queries (like the 
ones in the proposal list mentioned above) really need to be ready for the 
Santa Cruz meeting.

If anyone needs help with getting either an initial query or a formal 
proposal ready, please let me know privately.
