[boost] Fresh Win32 regression tests

There is one new test added, for Daryle Walker's I/O state saver library: 
libs/io/test/ios_state_test.cpp

It is failing all compilers except Metrowerks.  Looking at the log, it 
seems like most of the problems are pretty minor, so perhaps between now 
and the actual release last week maybe people can help Daryle get the test 
working on platforms he doesn't have access to.
