The rules aren't broken. Any rule about mixing signed and unsigned (other
than 'don't do it') will sometimes produce results that are surprising
unless you think very carefully about how they apply.

The "usual arithmetic conversions" are defined in clause 5, paragraph 9.
They're the same rules as in C.
