[boost] intel-win32-stlport toolset

I just checked in intel-win32-stlport-tools.jam, which lets you build and
test with intel C++ and STLport on Win32. No docs yet, but everything you
could want to know is described by the docs for intel-win32-tools.jam and
msvc-stlport-tools.jam, since it is based on both of those toolsets.
