[boost] Should BOOST_NO_STD_LOCALE be true for GCC when __GNUC__ < 3 ?

                Should BOOST_NO_STD_LOCALE be true for GCC when __GNUC__ < 3 ?

                This is not the case in the CVS version of gcc.hpp, and I have no
means to directly check that compiler, but from indirect behaviour (i.e.
the shape of patches that have been required for quaternions) it seems
it should perhaps be. If it were to be set thus, it would somewhat
simplify the support logic of quaternions & all...
