[boost] (incredibly late) results of Date/Time formal review

The formal review period for Jeff Garland's date and time library ended 
three months ago, back on April 24.

As the manager, I was supposed to announce the results of the review, 
but I haven't done it yet.

The date and time library is accepted into Boost.

Comments during the review period indicated these areas that need to be 
improved:

     - clearer separation between internals and public parts of the 
library
     - more documentation

There were many who had concerns that this library deals with dates and 
times outside the framework of time zones. This objection was enough 
for some to vote against inclusion in Boost. But there was enough 
consensus among others that the library was suitable for Boost.
