[boost] Regression test now linking to library build failures

There is a fresh version of the Win32 regression tests, still at:

http://www.esva.net/~beman/jam_regr.html

Compiler errors on library builds are now no longer causing the test to be 
reported as "Missing".

The compiler messages causing the library build failure are now being 
linked to.  See the regex / metrowerks, for example.

This is still imperfect; if several compiles fail, only the last is 
reported, and if several tests depend on the same library, a separate copy 
of the error messages are being reported for each failed test.  Those 
issues will be dealt with as the reporting programs mature.
