[boost] multi_array storage policy

I was looking at the proposed multi_array component.  I am glad that a
method is provided to obtain a reference to existing storage.  This is
done via a seperate class, multi_array_ref.  I wonder whether it might
be preferable to use a storage policy parameter instead?
