[boost] CVS build errors and oddities

Something appears amiss in the CVS version of boost.
I execute the following:
cvs -z3 update -A -P -d >> update.log
bjam -sTOOLS=VC7

my log shows NO updates, but I get:

...patience...
...found 1252 targets...
...updating 134 targets...

Now 24 of those targets aren't going to get built because of the errors I 
previously reported in regex: 8 failures and 16 skipped.
BUT, it's rebuilding 110 targets which apparently don't NEED to be rebuilt.

any suggestions for fixing this would be appreciated.
