[boost] Boost 1.28 Regex++ documentation omission

In the c_regex_traits_common.cpp there is an added syntax element of

"{ 100 + c_regex_traits<char>::syntax_not, "!", }"

I assume this refers to the '!' character used in forward lookahead ssserts.
This element is not documented in the Localization section where the syntax
elements are explained for possible localization change through a message
catalog or Win32 DLL.
