[boost] value_initialized<> uploaded to be Files Section.

Hi,

I've finished the value_initialized<> utility template class.
I've uploaded 'value_init.zip' to the Files Section (don't have write access
to the sandbox)

The docs includes an Introduction which tries to explain
value-initialization. Please, proof-read it since it mentions and explains
standard definitions.

I've worked-around the 'operator T&() const' problem by providing a strict
deep-constant non-member get() function, which is presented as the
recommended idiom.

(btw, a few days ago I've also uploaded 'aligned_storage.zip'. If it is OK
it could be moved to the sandbox too)
