[boost] Invalid URL's, Broken links, and unlinked files

When we switched to using CVS rather than FrontPage to prepare releases, we 
lost the FrontPage broken links and unlinked files reporting.  It didn't 
work very well for our needs anyhow.

We've now got a separate program to report broken links and unlinked files, 
and will run it monthly to ensure report broken links and unlinked files 
don't get out of hand. Right now there are a lot of them because we haven't 
been doing regular maintenance.

Several libraries have lots of broken links; I've sent those to the 
developers directly.  Below are the remainder; please make fixes for any 
libraries you are responsible for.
