[boost] Tuple patch

I'd like to check in the enclosed patch to tuple_basic_no_partial_spec.hpp,
both on the main trunk and on the release branch.

It makes tuple reference members work with MSVC6/7:

    tuple<X const&> t(x); // now compiles

Objections? Tests still pass, with msvc 6, 7, and Borland. I don't think
the patch affects anybody else.
