I got stuck with Outlook at work recently and had to figure
it out for myself because none of our techs had a clue.  8-)

Tools
Options...
Mail Format        (tab)
Internet Format... (button)

then under "Plain text options" about half way down

  "Automatically wrap text at [editbox] characters"
