[boost] new type traits tests

A first cut at the new type traits tests has now been added to the cvs.
Each template has it's own test program, and failures now just plain fail
(there are no "expected failures").

There are two ways to build the new tests:

1) Build all the cpp files into one big test suite.
2) Build one test file plus libs/type_traits/test/init.cpp into a single
test.

The usual Jamfiles etc have been added, along with quite a few new fixes for
broken compilers...
