[boost] wchar_t problem in once.cpp

Hi

The file once.cpp from the repository (state yesterday) does not compile
under VC7 with unicode strings (TCHAR = wchar_t).

The following patch helps:
line 125: CreateMutex -> CreateMutexA

There are propably other places with the same problem not compiled with my
PP settings.
