[boost] 1.30.0 beta 1 available

A 1.30.0 beta 1 has been posted at
http://boost.sourceforge.net/regression-logs/boost_1_30_0_b1.zip

(No .gz yet; because the beta procedure is new, and the files are very 
large for my ISDN line, I won't post a .gz unless specifically requested.)

This reflected the state of CVS RC_1_30_0 Thursday afternoon (US Eastern 
Time). It matches currently posted Win32 regression test status tables.

Two problems have since been fixed; a broken link in more/index.htm and 
line ending problems in libs/math/octonion_test.cpp.

Issues I think we should make progress on before a release include:

* Patches still outstanding.

* Tests failing that have easy fixes.
