[boost] quantity.hpp uploaded into files section

I've uploaded Boostified version of quantity.hpp
(http://groups.yahoo.com/group/boost/files/quantity2/).

quantity.hpp is lightweight helper for safer value conversions.  Its goal is
support for application specific units. No physical or other predefined
units are included. I hope it may be useful addition into Boost conversion
library.

It has been tested with 5 compilers. Documentation is available.

Comments and opinions are welcome.
