[boost] Added bool_testable to operators-library

FYI:

I just committed a patch which adds bool_testable to the operators-library
to CVS. The author is Sam Partington. bool_testable was discussed on the
list recently, but comments are (of course) still welcome. The files that
were changed are:

boost/operators.hpp
libs/utility/operators.htm
libs/utility/operators_test.cpp
