Implementing a suggestion from Rene Rivera, 
boost-root/tools/inspect/inspect.cpp has been modified to produce HTML.

See http://boost.sourceforge.net/regression-logs/inspection_report.html

This report will be updated every time the Win32 regression tests run.

We need to link to it from some spot developers can easily find. Not sure 
where. Maybe from the Regression Test summary page.
