[boost] boost::xml discussion page added to the Wiki

I've created a new page on the Wiki to gather opinions/suggestions on
features/requirements for an XML processing library.

I've posted some comments that expand a bit on how I use the BGL for XML
processing currently. Certainly there are wide range of opinions on this
subject. So go write them up so we can get a good look at 'em and decide how
best to do this. (I have an immediate need for this work and will contribute
to writing the code regardless if I'm overruled on using the BGL to store
the data internally).
