The main reason is that I didn't have experience with CVS, so Beman
Dawes suggested to experiment a bit with the sandbox before making any
changes to the main repository. Now we could switch to the latter, of
course, but I would like Jeremy to view the changes first, which he
can't do for lack of time.

Then, yes, the new version is almost a total rewrite. The changes are
mostly retro-compatible, with one or two exceptions (e.g. the stream
extractor semantics). I would be glad to have a public review but,
alas, there seems not to be much interest around dynamic_bitset.

Well, back to your main question, there's no general policy change:
the story of dynamic_bitset has been a little peculiar, and the
sandbox keeps having the goal it was created for.
